Duties

The incumbent is responsible for designing and implementing activities for alumni of U.S. Government (USG) funded educational exchanges. S/he creates and implements programming for the full spectrum of Public Affairs section (PAS) program participants. Researches and designs strategies and plans to integrate USG funded educational exchanges alumni into overall Mission planning. Collaborates with PAS colleagues on conferences, seminars, workshops, and other in-person and virtual events and activities to promote greater contact and cooperation among alumni. Recommends opportunities for alumni and alumni association to obtain funding from Pakistan U.S. Alumni Network (PUAN)-United States Education Foundation Pakistan (USEFP) secretariat for their own outreach initiatives and professional development. Creates and maintains partnerships with local and international NGOs to support alumni activities and outreach. Briefs participants on how to connect with other USG alumni and resources after their exchange experiences. Through analysis of communications, direct observation, relationship building and other tools, identifies the communities where USG exchanges have the greatest impact; provides advice and recommendations to the Cultural Specialists and Cultural Affairs Officer. Serves as Grants Officer Representative (GOR) for alumni program grants and cooperative agreements. Assists the Cultural Affairs team with all aspects of substantive and administrative support work related to alumni grants and other PAS cultural and educational programming

Qualifications and Evaluations

Requirements:

EXPERIENCE: Minimum of 3 years of progressively responsible experience in multilingual, multicultural, or multinational work environment is required, with project management, marketing, public relations, communication, or education duties as a significant part of the job.

JOB KNOWLEDGE: Incumbent must have in-depth knowledge of socio-political environment in the country and strong understanding of the U.S. foreign policies concerning Pakistan and South Asia. Comprehensive understanding of U.S. society, education, culture, and social values. Must have or be able to acquire thorough knowledge of all USG public diplomacy programs.

Education Requirements:

Completion of university degree (16 years of education) in international relation, political science, communications, marketing, public relations, American studies or intercultural/multicultural studies is required.

Evaluations:

LANGUAGE: Level IV (fluent) Speaking/Reading/Writing in English and Urdu are required. English language skills will be tested.

SKILLS AND ABILITIES: Must have strong analytic skills and the ability to conceptualize how best to use Public Diplomacy (PD) tools to move alumni attitudes in positive ways. Must be able to advise senior leaders of opportunities to promote Mission objectives through alumni outreach and programming. Must have excellent written and oral communication skills, including public speaking, interviewing for evaluation purposes, writing reports and contributing material for publication in English language. Must be able to brief on a variety of issues and interpret between English and Urdu for public programs. Must have excellent customer relations, interpersonal cross-cultural communication skills.

Strong management skills are required, including the ability to develop and oversee project budgets and to organize, run, and present different programs.

Must be able to negotiate agreements with partner institutions and manage their fulfillment. Good keyboarding and data entry skills and excellent familiarity with electronic discovery tools, in particular the Internet, and standard information retrieval practices and procedures are required. Must have good numerical skills. Must be able to develop descriptive statistical analysis of target audience segments and impact of exchanges activities and initiatives. Familiarity with virtual applications and technologies, and digital tools used by audiences is required. Must be available to travel throughout Sindh and Baluchistan to support alumni projects and activities. Skills and abilities may be tested.

Qualifications:
